Conversion semantics

A local wall time is resolved before it is converted

The same clock reading can occur twice when daylight-saving time ends, while some readings do not exist when clocks jump forward. The converter resolves that source civil time in its named IANA timezone first and only then formats the resulting instant in each destination.

Repeated times require a choice

When two real instants share the same source wall time, both offset occurrences are shown instead of silently choosing one.

Skipped times never normalize silently

A nonexistent source time is blocked with the surrounding valid boundaries so the conversion cannot drift by an hour without explanation.
